About SASPTA

The Southern Association of State Property Tax Administrators (SASPTA) is an organization for the appraisers of the Southern Region valuing Public Utilities. The organization meets annually to discuss issues relating to the appraisals of these companies.

The organization formed based on the idea of Bob McSwain from Alabama and Tom Flemming of Tennessee. The first SASPTA Conference was held in Atlanta, Georgia in February 1974. Those attending the first meeting included Brad Neese of Kentucky, Ray Watson of Louisiana, Hurst Webb of Mississippi, Bob Underhill of North Carolina, Bill Bates of South Carolina, Sam Buriss of Virginia, Alan Franklin of Florida, Ann Zera of West Virginia, and Ray Barnett of Georgia.
